President
Kirk Hoover is a veteran of the U.S. Army has been deployed twice in Central America and during his military career he has worked throughout Latin America. Between 2004 and 2006, Kirk worked as a sergeant in charge of Operations and Chief Against Narco-Terrorism AFB "Soto Cano in Honduras. Kirk Hoover is the President of Portal in Latin America, Inc. and is a proud sponsor of this site. Kirk worked throughout Latin America and the Caribbean in support of U.S., foreign governments and civil business.
Michael Dempsey
Title
Lieutenant Colonel (R) Mike Dempsey recently retired from the United States Army. During his career as a Special Forces officer, he served primarily as instructors Detachment Commander, Operations Officer, and in its third year course attended the Command and General Staff Officer (CGSOC) at WHINSEC. After an overseas deployment, Mike returned to WHINSEC and was appointed as the Director of CGSOC courses, a post he held for two years, after which he became the Operations Officer (S3) for the period of WHINSEC a year. In 2006, Mike is deployed to the Air Base "Soto Cano" in Honduras and became the Director of Operations for Joint Task Force - Bravo for 15 months. In 2007, Mike returned back to WHINSEC and was the Director of Education until 2009, when officially ended his military career. Mike Dempsey is currently a member of staff of the School of Infantry United States Army. Infantry School in Fort Benning, and together with the School Blida up the Maneuver Center of Excellence of the U.S. military. ![]()

Terry Kinney has worked for many large corporations in the past eighteen years. He has served as Senior Accountant, Internal Auditor and Regional Sales Vice President in the Securities and Mortgage industry. Terry is proud to have the opportunity to support and work with graduates of WHINSEC.
